Here below is the details steps to define the tax fields in oracle fusion.
Go to Setup and Maintenance ➔ and select the expenses ➔ Manage Tax Fields.

In Manage Tax Fields, We need to find our BU under which we are implementing the expenses.
In our case, it is Vision BU1.
In Business Unit , Click on the Edit icon as below.

Under Tax fields, we need to setup the following values as below and click save and close.
