Step1:- In this step, we are providing the roles to user to access the payables module in oracle fusion.
Navigation: Tools รจ Security Console
Click on Users and Find the user and click on User Name as below.

Step2:- Now click on Add Role button to add the Payables roles. We need to attach these three roles with user.
